The use of mobile telecommunication has substantially changed private communication and organisational behaviour as well as the organisation of professional life. The development of mobile telecommunication has been accompanied by an extension of mobile phone networks. This has led to a constant presence of transmitters – both because they are noticeably mounted on roofs or in other highly visible positions or because of public protest against the setting up of an antenna and the media reporting on these protests.
Within the topic of mobile telecommunication the public’s anxiety about possible adverse health effects of electromagnetic fields is a central theme. To record the public’s risk perception more accurately, the BfS commissioned for example the survey "Investigation of the general public’s anxieties and concerns regarding possible dangers of high frequency electromagnetic fields of mobile telecommunication". Risk communication i.e. the communication about facts, opinion and other information on risk, has gained significance amongst a number of institutions involved in mobile telecommunications (government agencies, private organisations, mobile network operators).
