Rules of Procedure of the Round Table on the German Mobile Telecommunication Research Programme

Preamble

The "Round Table on the German Mobile Telecommunication Research Programme" is an independent BfS advisory and discussion committee, which shall assist the Research Programme in ensuring maximum transparency. Round Table resolutions are recommendations only. The Round Table is supposed to represent the widest possible range of interests.

Art. 1
Management

(1) The "Round Table on the German Mobile Telecommunication Research Programme", hereinafter referred to as RTDMF, is chaired by the Federal Office for Radiation Protection (BfS).
(2)BfS shall manage the RTDMF in accordance with these Rules of Procedure. BfS shall be in particular responsible for implementing the jointly approved RTDMF working schedule and preparing Round Table meetings.

Art. 2
Office and administrative tasks

(1)BfS shall set up an office charged with performing any administrative tasks and preparing RTDMF documentation.
(2)Internal and external correspondence shall be handled by the office.
(3)The office shall be responsible for the organisation of RTDMF sessions as well as attending the sessions and taking minutes.
(4)The office shall submit RTDMF recommendations to the competent BfS organisational units charged with supplying scientific and administrative support to the German Mobile Telecommunication Research Programme.

Art. 3
Mission

The RTDMF allows institutions and societal groups to gain information on the latest developments of the Programme and to make suggestions for further action from their point of view. The RTDMF is in particular supposed to contribute to transparency. One of its most important tasks is to advise and assist BfS with the communication of the Programme, its objectives and results and the elaboration of concepts relating to the publication of the research results.

Art. 4
Membership

(1)Membership in the RTDMF is personal. Members may send a substitute for justified reasons in particular cases.
(2)RTDMF members work on a voluntary basis; without compensation. Travelling expenses to RTDMF sessions shall be reimbursed according to the German Federal Act on Travel Expenses . Reimbursement shall be made from the German Mobile Telecommunication Research Programme funds upon request.
(3)The names of all RTDMF members shall be published by BfS.
(4)The RTDMF assists the German Mobile Telecommunication Research Programme and shall be dissolved upon termination of the Research Programme.

Art. 5
Sessions

(1)RTDMF meetings are not open to the public.
(2)The RTDMF shall meet as required on invitation of BfS but at least once a year. The invitation shall contain the agenda of the meeting. Invitations for RTDMF sessions shall be sent out with at least two weeks’ notice. A special session must be called if a minimum of one third of the members submit such request to the chairperson in writing. The reasons for such request must be given in writing.
(3)RTDMF sessions shall be conducted by the chairperson or the vice-chairperson in the event the chairperson is prevented for any reason.
(4)If possible, RTDMF recommendations shall be accepted by consensus. Results of ballots must be recorded including the minorities’ opinions.
(5)The members shall be sent a copy of the approved minutes. Minutes of meeting results shall be published on the German Mobile Telecommunication Research Programme website.

Art. 6
Entry into force

(1)These Rules of Procedure have been adopted by the RTDMF members and have entered into force as of August 3, 2004.
